Dear sisters and brothers, families\u00a0\u00a0 of\u00a0 the martyrs and disabled the massacre of January 20 who suffers till now, honourable \u00a0guests!<\/p>\n
Today\u00a0 \u00a0we commemorate \u00a0\u00a0the fourth anniversary of the tragedy of January 20. This event is the most tragic day in our history. This \u00a0day \u00a0in the night of January 20 a military, political, and spiritual aggression was committed against the people of Azerbaijan,a bayonet was thrusted\u00a0\u00a0\u00a0 into its trust \u00a0, the worst crimes were committed\u00a0 against\u00a0 our nation. \u00a0This crime caused a lot of changes in the life of the Azerbaijani people. At the same time this massacre was closely connected with the previous\u00a0 tragedies and events.\u00a0\u00a0 \u00a0Some years before the aggressive forces plan\u00a0 and implements \u00a0into life to split Azerbaijan and occupy its territories.<\/p>\n
To achieve it, it was necessary\u00a0 to break the will of our nation. The tragedy of \u00a0January 20 was\u00a0 committed specially for this purpose.<\/p>\n
On that day our valiant sons , brothers \u00a0and sisters were killed and some others injured but still are living \u00a0now. \u00a0But it was also not the end . That \u00a0day\u00a0 our people were humiliated .\u00a0 I\u2019m sorry\u00a0 that our people who betrayed the nation \u00a0and tried to hide this crime. It is already four years but this\u00a0 issue \u00a0has not got its politically and legally appreciation.<\/p>\n
At the same time I want\u00a0 to note that our nation managed to maintain its honor and dignity \u00a0while lost their citizens.\u00a0 Our\u00a0 people proved that it is impossible to break his will. They continued\u00a0 the struggle for the independence and freedom and now Azerbaijan is an independent country and achieved\u00a0 its sovereignty and freedom.<\/p>\n
\u00a0I repeat\u00a0 once more that the essence of this day should not be\u00a0 measured \u00a0by the number of the dead \u00a0and injured. \u00a0This \u00a0day has a very important social -political sense.\u00a0 I regret \u00a0that the state, the organs of the state did not correctly appreciate this tragedy and \u00a0the cries of separate patriots were not heard but strangled . The culprits of this crime were not revealed and \u00a0fairly trialed from\u00a0 \u00a0political – legal point of view.\u00a0 \u00a0\u00a0I \u00a0give my condolences \u00a0to all the families of \u00a0martyrs. I wish you patience!\u00a0 Be sure \u00a0that I shall continue my efforts\u00a0 \u00a0for investigating\u00a0 this crime\u00a0 and for estimating of this terrible \u00a0tragedy.<\/p>\n
\u00a0Here I became aware of the problems of\u00a0\u00a0 the families of martyrs, and injured persons\u00a0 related to the massacre of January \u00a020. \u00a0I did not know that these problems were not solved\u00a0 in the past four years.\u00a0 That\u2019s why \u00a0our meeting was very efficient.\u00a0 Immediately, I declare \u00a0that I charged the commission \u00a0to continue their job in future and take concrete measures for the investigation and\u00a0\u00a0 solution all the problems in connection with this tragedy. This incident will be\u00a0 personally under my control.\u00a0 Be sure that we shall do our best\u00a0 and \u00a0the solution of these problems.\u00a0\u00a0 As the President I shall take all\u00a0 necessary\u00a0 measures \u00a0by means of \u00a0\u00a0orders and decrees \u00a0.<\/p>\n
\u00a0I want to\u00a0 share my opinion on an issue. Our first\u00a0 martyrs \u00a0were \u00a0buried here in the Martyrs \u2018 Alley (before was \u00a0called \u00a0Hilltop Park ). They are the martyrs\u00a0 of this bloody\u00a0 tragedy. \u00a0This\u00a0 is a sacred place, it is\u00a0 a spot for our pilgrimage \u00a0and it will remain in the history\u00a0 like this. I think\u00a0 that we\u00a0 must erect a monument to the memory of the\u00a0 martyrs of \u00a0January \u00a0in order \u00a0that to display their\u00a0 special role to the coming \u00a0generations.<\/p>\n
All the victims\u00a0 of the tragedy should be inscribed on this monument. Our people must always remember them. Our people had many martyrs throughout the history . Our country had an ancient and rich history. We had many martyrs .But\u00a0 the martyrs and the events of each time \u00a0have thir particular importance. \u00a0\u00a0That\u2019s why, this tragedy is very significant .That is why, this event must be specially marked.<\/p>\n
As you\u00a0\u00a0 know recently \u00a0some problems have been clearified specially after the decree which I issued on January 5. \u00a0Two days ago the chronicles of the decrees and documents and some explanations adopted in the last four years concerning \u00a0\u00a0of\u00a0 the tragedy of the January 20 were published in the news\u00a0 \u201dAzerbaijan\u201d.\u00a0 When you read\u00a0 the decrees and documents \u00a0you will be surprised once more and even horrified, enraged . \u00a0In the last four years \u00a0careless attention to this\u00a0 tragedy, inconsistent policy and finally concealing \u00a0\u00a0this tragedy were completely revealed.<\/p>\n
The same day the 20th<\/sup> of January, was declared the day of mouring. After a while another day was declared. \u00a0Later the date \u00a0was declared the Day of Martyrs.\u00a0 \u00a0Now I do not want to express my attitude to\u00a0 these decisions,\u00a0 Whether they are grounded or groundless, particularly I do not want to say that they are in consistence with the political sense and essence of that tragedy, but all this invites us to think, to look at them in the form of a complet and approach to the \u00a0political essence.<\/p>\n You know that I \u00a0disclose my opinion to\u00a0 this crime in my speech at\u00a0 the meeting and at\u00a0 the conferences\u00a0 held in Moscow in that period when I was under political\u00a0 pressure. On the same day in the permanent \u00a0mission of Azerbaijan I\u00a0 expressed my condolences to\u00a0 the people of Azerbaijan. \u00a0I \u00a0phoned\u00a0 some persons with\u00a0 much difficulty and asked them\u00a0 to publish my condolence or\u00a0\u00a0 deliver\u00a0 at the funeral ceremonies .\u00a0 Later I learned that none of my requests \u00a0\u00a0are fulfilled.<\/p>\n These days I was in grief. I followed\u00a0 the events\u00a0 as soon as possible. I felt nervous \u00a0that none of \u00a0the former leaders \u00a0of the government participated \u00a0in the funeral ceremony. Sheikul-Islam Allahsukur Pasa-zade and our intelligensia burring the murderedin the Alley of Martyrs. Remember \u00a0it! \u00a0If the former heads of the country did not participate in the funeral of martyrs\u00a0 at\u00a0 that \u00a0tragic period, it proves that they were guilty of this massacre\u00a0 and since then they try to hide this \u00a0tragedy.<\/p>\n How it \u00a0can still remain unknown .\u00a0 The father of the martyrs who spoke here \u00a0reminded me this event. During the investigation it was\u00a0 discovered \u00a0that \u00a0beds were prepared in hospitals, on January 16-17\u00a0 the wards were prepared for patients .\u00a0 It\u2019s right, tge wards were prepared, the \u00a0surgeons were warned.\u00a0 Because this violence was arranged\u00a0 not only by Garbachov or by other leaders of the Soviet Union in Moscow\u00a0 and Communist Party. First of all it was arranged by the former leaders of the Communist Party of the Republic of Azerbaijan in order \u00a0to suppress\u00a0 their\u00a0 own\u00a0 people , crush, oppress the liberation\u00a0 movement, insult the dignity of the nation.<\/p>\n This is the truth. \u00a0It did not need great talent to reveal\u00a0 this truth. \u00a0Unfortunately, they worked much \u00a0in the last four years to hide this event.\u00a0 But they could not do it.\u00a0 Imagine that \u00a0today the crimes\u00a0 committed \u00a0\u00a0hundreds, seventies years ago are exposed a few days ago \u00a0the television of\u00a0 Moscow \u00a0broadcasted information that\u00a0 \u00a0they had investigated whether it was a revolution happened in 1921 in Khronshtat\u00a0 or not ,and it became clear that there\u00a0 had not been any rebel and the rebellious\u00a0 were justified after 73 years. \u00a0After 20 years \u00a0\u00a0in 1956-1957 the repression of the Azerbaijani scholars in 1937-1938 was clarified\u00a0 and all of them were rehabilitated. \u00a0Here we are not talking about the imprisonment of individual persons, though actually \u00a0the criminals should bear responsibilty. Here are talking about the fair reflection\u00a0 of this\u00a0 event in the fate of the Azerbaijani people \u00a0from \u00a0political point of view. Therefore I have said and repeat once more : if a military-politically violence was committed against the people of Azerbaijan\u00a0 on the \u00a020 January of 1990 and if this is a grave crime, then to conceal is more growe, \u00a0it is treason against the people.<\/p>\n If yesterday you watched the live broadcast of the session of the Parlament , perhaps you saw the situation. Imagine\u00a0 the head of the commission, vice-president of the Academy of Sciences of Azerbaycan, an academician, a scholar, a man out of common people, trying to hide these crimes for two years prove that it was as he said. I was obliged to hold a dialogue with him. Perhaps you heard it.<\/p>\n Now\u00a0 I raise my voice as I did it in 1990 on the 21st <\/sup>of January\u00a0 when lived in Moscow in hard conditions,\u00a0 when I could not live in Baku and lived in Nakhchivan, then I spoke \u00a0at a session of the Supreme Soviet. Not for somebody but for the sake of \u00a0nation. Here we speak of the history\u00a0 of the nation, of the aggression against the people, it is the top subject here. This crime was committed by the Soviet Union, the communist party and its leaders, on the other hand,it was committed by \u00a0leadership of the communist party of\u00a0 Azerbaijan , the heads of the government of the country committed, it\u2019s their fault.<\/p>\n Perhaps you do not know, in Moscow, on June in 1990\u00a0 I declared\u00a0 of my leave\u00a0\u00a0 from the Communist\u00a0 Party . I joined to the Communist Party in 1943 and faithfully surved it. But in 1991 in the Kremlin Palace I declared that I leave \u00a0it. Why? I will find my \u00a0letter and ask \u00a0them to publish it.\u00a0 In those days they concealed my statement everywhere.\u00a0 I wrote the reason of my decision. \u00a0The first reason was the disaster be fallen on the nation and the violence committed against the Azerbaijani people over the Garabagh\u00a0 conflict . The\u00a0 other reason is \u00a0the tragedy of \u00a0January 20, the crime \u00a0which committed against the\u00a0 Azerbaijanis and its disclosure. That is why I left the Communist Party in 1991.<\/p>\n I note \u00a0that I always tried hard to fulfill my duty as a citizen, \u00a0today I am in the same position , it will be in tomorrow the same. \u00a0I shall be the same for the justice\u00a0 as well for the sake of protection of honour, pride and\u00a0 national dignity of the Azerbaijan people.<\/p>\n But\u00a0 yesterday I saw in the session of Parlament that not only Academician Midhet Abbasov,\u00a0 but others also did not fair care for this event. Why? \u00a0Because\u00a0 they are participants of this tragedy. I think that\u00a0\u00a0 no one who committed this crime has the right to be a citizen of this country. The punishment of individual persons is not an \u00a0important problem. The most important is to give \u00a0a legal and political appreciation to this tragedy from historical point of view\u00a0 in order to move \u00a0the future generation learn that the such a crime has been committed against \u00a0the people, but the people have not lost the confidence and fairly appreciated all these\u00a0 crimes. Be sure, that I shall continue my efforts and taking the advantage of my opportunities \u00a0I shall try to disclosure this crime\u00a0 correctly and give it a political-legal appreciation. In our country now has \u00a0martyrs.\u00a0 We protect\u00a0 our home. But the martyrs of the 20 \u00a0of January have a special place in the history. Our famous poet \u00a0Bextiyar Vahab-zade wrote\u00a0 absolutely right: they became\u00a0 martyrs\u00a0 without fighting for \u00a0the freedom of land, nation. Some ones \u00a0say that it was necessary to warn the people not to go out and die. You know it seems to me \u00a0very\u00a0 strange. The problem is \u00a0that when the tanks arrived if everyone \u00a0had stayed at home, nobody would have been hurt,was it possible? Then it would have been easy for the nation?\u00a0 It is a strange opinion.<\/p>\n I \u00a0wish patience to their families! \u00a0I am sure nor \u00a0the tragedy of the 20th<\/sup> of\u00a0 January,\u00a0 the misfortunes fallen on the nation in\u00a0 past or the massacres to take place in future shall break the will of our people. The Azerbaijani people can protect their land and sovereignty, highly appreciating\u00a0 their history, heroic traditions. Now our soldiers protect the territory of the republic bravely and be sure that this is our just cause, our land ands our sovereignty \u00a0are defended and will be defended hence reliably.<\/p>\n I am optimistic about the future and advise you the same, give \u00a0up this complaints and groans. Our future goal \u00a0is to strengthen the \u00a0independence of the Republic\u00a0 of Azerbaijan, ensure \u00a0its territorial integrity. Be sure that we shall achieve it.
