{"id":35541,"date":"2016-10-10T17:30:15","date_gmt":"2016-10-10T13:30:15","guid":{"rendered":"http:\/\/1905.az\/en\/?p=35541"},"modified":"2016-10-10T17:30:15","modified_gmt":"2016-10-10T13:30:15","slug":"pace-bureau-considers-constitutional-referendum-azerbaijan-valid","status":"publish","type":"post","link":"https:\/\/1905.az\/en\/pace-bureau-considers-constitutional-referendum-azerbaijan-valid\/","title":{"rendered":"PACE Bureau considers constitutional referendum in Azerbaijan valid"},"content":{"rendered":"<p><a href=\"http:\/\/1905.az\/konstitusiya-islahatlarina-dair-referendum-avropa-surasi-parlament-assambleyasi-buerosu-t%c9%99r%c9%99find%c9%99n-t%c9%99sdiql%c9%99ndi\/councilofeurope\/\" rel=\"attachment wp-att-35536\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-35536\" src=\"http:\/\/1905.az\/wp-content\/uploads\/2016\/10\/councilofeurope.jpg\" alt=\"councilofeurope\" width=\"639\" height=\"399\" srcset=\"https:\/\/1905.az\/wp-content\/uploads\/2016\/10\/councilofeurope.jpg 639w, https:\/\/1905.az\/wp-content\/uploads\/2016\/10\/councilofeurope-300x187.jpg 300w, https:\/\/1905.az\/wp-content\/uploads\/2016\/10\/councilofeurope-624x390.jpg 624w\" sizes=\"auto, (max-width: 639px) 100vw, 639px\" \/><\/a><\/p>\n<div align=\"justify\">The Bureau of the Parliamentary Assembly of theCouncil of Europe\u00a0(PACE) has unanimously approved the memorandum prepared by the head of the Macedonian delegation to the\u00a0PACE, Aleksandar Nikoloski, who headed the Assembly\u2019s assessment mission for the 26 September constitutional referendum in Azerbaijan,\u00a0Elkhan Suleymanov, Azerbaijani MP, a member of the Azerbaijani Delegation to\u00a0PACE, told\u00a0APA\u00a0on Oct. 10.<br \/>\n<!--more--><\/div>\n<div align=\"justify\">The MP recalled that the\u00a0PACE\u00a0Bureau, upon the invitation of the Azerbaijani authorities, sent an ad hoc committee to conduct an assessment mission of the 26 September constitutional referendum in the country.<br \/>\nAccording to him, all other relevant questions for Azerbaijan is part of the monitoring dialogue between the\u00a0Council of Europe\u00a0and Azerbaijan and the ad hoc committee calls on the Azerbaijani authorities to continue the cooperation with the Monitoring Committee and implement the\u00a0PACEconclusions and recommendations.<br \/>\nThe\u00a0PACE\u00a0mission concludes that the referendum was organized in accordance with the national legislation and the Constitution of Azerbaijan and is considered legal and legitimate, he added.<br \/>\n&#8220;The mission notes that the voting process was transparent, well organized, efficient and peaceful throughout polling day, and that no serious violations were observed during the counting process,\u201d said Suleymanov. &#8220;The\u00a0PACEmission considers that the result of the referendum, in favor of adoption of the modifications to the Constitution, expresses the willingness of the people of Azerbaijan to take a step forward towards safe, stable and sustainable development of their country and to target the establishment of a more efficient system of governance and the implementation of more meaningful reforms.\u201d<br \/>\nOn Oct. 10,\u00a0PACE\u00a0Bureau members unanimously adopted the memorandum, and the formal procedure of monitoring the September 26 constitutional referendum in Azerbaijan ended positively, added the MP.<br \/>\n&#8220;As these reforms strengthen the Constitution of Azerbaijan in terms of human rights, economy and institutions, we have entered a new and hopeful phase in the history of our country,\u201d said Suleymanov.<br \/>\nThe referendum to make amendments to Azerbaijan\u2019s Constitution was held on Sept. 26.<br \/>\nThe voter turnout throughout the country stood at 69.7 percent, or 3,671,707 people.
