The\u00a0European Union\u00a0appreciates Italy\u2019s commitment to continue strengthening the\u00a0OSCE\u2019s work to address protracted conflicts, including the\u00a0Nagorno-Karabakhconflict, through the existing formats.<\/span><\/p>\n

The EU mission to the\u00a0<\/span>OSCEannounced about it in its statement in response to Chairperson-in-Office, Italian Foreign Minister Angelino Alfano at the\u00a0<\/span>OSCE\u00a0<\/span>Permanent Council in Vienna on Jan. 11.<\/p>\n

The mission stressed that protracted conflicts in the\u00a0<\/span>OSCE\u00a0<\/span>area continue to deserve its attention. \u201cWe appreciate Italy\u2019s commitment to continue strengthening the\u00a0<\/span>OSCE\u2019s work to address such conflicts through the existing formats. We appreciate the continued focus on the humanitarian aspects of conflict situations, which remain of utmost concern,\u201d the mission said.<\/p>\n

Addressing the\u00a0<\/span>OSCE\u00a0<\/span>Permanent Council in Vienna on Jan. 11, Angelino Alfano said that Italy will support the work of the\u00a0<\/span>OSCE\u00a0<\/span>Minsk Group to find a definitive solution to the Karabakh conflict.<\/p>\n

“Our attention will remain high and unchanged on all of the protracted conflicts,” he added.<\/p>\n

 <\/p>\n

The minister noted that as the 2018\u00a0<\/span>OSCE\u00a0<\/span>Chair, Italy intends to intensify the dialogue between the\u00a0<\/span>OSCE\u00a0<\/span>countries within the framework of the\u00a0<\/span>OSCEchairmanship, which is one of the key principles.<\/p>\n

The\u00a0<\/span>Nagorno-Karabakh\u00a0<\/span>conflict entered its modern phase when the Armenian SRR made territorial claims against the Azerbaijani SSR in 1988.<\/p>\n

 <\/p>\n

A fierce war broke out between Azerbaijan and Armenia over the\u00a0<\/span>Nagorno-Karabakh\u00a0<\/span>region of Azerbaijan. As a result of the war, Armenian armed forces occupied some 20 percent of Azerbaijani territory which includes\u00a0<\/span>Nagorno-Karabakh\u00a0<\/span>and seven adjacent districts (Lachin,\u00a0<\/span>Kalbajar,\u00a0<\/span>Aghdam,\u00a0<\/span>Fuzuli,\u00a0<\/span>Jabrayil,\u00a0<\/span>Gubadli\u00a0<\/span>and\u00a0<\/span>Zangilan), and over a million Azerbaijanis became refugees and internally displaced people.<\/p>\n

The military operations finally came to an end when Azerbaijan and Armenia signed a ceasefire agreement in Bishkek in 1994.<\/p>\n

 <\/p>\n

Dealing with the settlement of the\u00a0<\/span>Nagorno-Karabakh\u00a0<\/span>conflict is the\u00a0<\/span>OSCEMinsk Group, which was created after the meeting of the CSCE (OSCE\u00a0<\/span>after the Budapest summit held in December 1994) Ministerial Council in Helsinki on 24 March 1992. The Group\u2019s members include Azerbaijan, Armenia, Russia, the United States, France, Italy, Germany, Turkey, Belarus, Finland and Sweden.<\/p>\n

 <\/p>\n

Besides, the\u00a0<\/span>OSCE\u00a0<\/span>Minsk Group has a co-chairmanship institution, comprised of Russian, the US and French co-chairs, which began operating in 1996.<\/p>\n

 <\/p>\n

Resolutions 822, 853, 874 and 884 of the UN Security Council, which were passed in short intervals in 1993, and other resolutions adopted by the UN General Assembly,\u00a0<\/span>PACE,\u00a0<\/span>OSCE, OIC, and other organizations require Armenia to unconditionally withdraw its troops from Nagorno-Karabakh.<\/p>\n
