The political situation changed in the region when Russia retook control over the South Caucasus. And the new condition was characterized as a so-called restoration of Russian Empire and elimination of independence attributes .Moscow government incorporated the South Caucasian republics into the empire under the right to a formal autonomy. In this case, a factual control of the area was more important for the “union republics”. Russia was more interested in christian Armenia and Georgia’s control over more territories and Georganization and Armenization of these areas.
Therefore, after gaining strength in the region, Russia immediately resolved the issue of “disputed territories” between Azerbaijan and Armenia and Azerbaijan and Georgia in favor of the latter( latter ones). Thus, the districts Darayalaz, Goycha and Zangibasar where the entire population were Turks, were annexed to Armenia .The province of Borchali was also given to Georgia.Armenian was not satisified with it and took maximum advantage of the situation and Russia’s position. Armenia asserted claims on Azerbaijani districts of Karabakh, Nakhchevan, Zangazur .Moscow immediately supported the claims and increased pressure on Azerbaijani Communist leaders. Azerbaijani leaders failed to sustain Russian pressure and made a statement on the concession of Zangazaur district to Armenia in December 30, 1920.
In order to force Azerbaijanis to more compromises, Russia used means of ridiculous propaganda called “proletarian internationalism”. There were so many people against the annexation of Zangazur to Armenia. This issue was discussed several times at different levels,but it was impossible to save the district.It was divided into two parts and 4505 sq.km of its territory was given to Armenia. Zangazur province between Nakhchevan and Azerbaijan’s regions with the entire Azerbaijani population was declared as an Armenian territory. On the other side, Armenians hoped to invade Nakhchevan after Zangazur. The destiny of Nakhchevan was also under a serious threat.Russia insisted in giving Nakhchevan to Armenians.After compromising on Zangazur, Azerbaijan definitely rejected Armenia’s claims over Nakhchevan.Taking into consideration the ongoing discussions on Zangazur issue,at the first stage, Armenia did not insisted in Nakhchevan and issued an official statement in December 28, 1920 that Armenia has no claims in this regard. However, Armenians again brought Nakhchevan issue to the agenda.The issue was solved due to Turkey’s the inference .According to the quadrilateral Moscow and Kars treaties that was signed in 1921 among Turkey, Russia,Azerbaijan and Armenia, Nakhchevan was held within Azerbaijan’s territory.
