The Azerbaijani President`s Assistant for Public and Political Affairs Ali Hasanov has said official Yerevan ignores all calls and remains loyal to its non-constructive position.

“In response to the calls of the presidents of the Minsk Group co-chairing countries, Azerbaijan ceased fire. But Armenia disregards these calls and continues its attacks,” he told Anadolu Agency. “It is the provocative action of the Armenian armed forces that prompted the recent clashes on the line of contact. As always, with these provocative attacks the Armenian armed forces attempted to spoil positive steps taken by the co-chairs of the OSCE Minsk Group in order to solve the problem.”

U.S. affirms support for Azerbaijan`s territorial integrity

The U.S. affirmed support for Azerbaijan`s territorial integrity, said US Department of State spokesperson John Kirby following a meeting between Azerbaijani President Ilham Aliyev and U.S. Secretary of State John Kerry. “The two discussed efforts to resolve the Nagorno-Karabakh conflict. Secretary Kerry affirmed U.S. support for Azerbaijan’s territorial integrity and underscored our concern about violence along the Line of Contact and the international border. He emphasized our commitment to working with the sides to reach a comprehensive settlement based on the principles of international law, the UN Charter, and the Helsinki Final Act,” said Kirby.

“Secretary Kerry commended Azerbaijan`s role in European energy security as a leader in developing the Southern Gas Corridor. He expressed U.S. support for Azerbaijan`s efforts to become a regional trade hub. He also thanked President Aliyev for Azerbaijan`s contributions to NATO`s mission in Afghanistan, its support for peacekeeping operations, and its important counterterrorism role. On democracy and human rights issues, Secretary Kerry welcomed Azerbaijan`s recent positive steps,” he added.

You call the resolution on the “Escalation of violence in Nagorno Karabakh and other occupied territories of Azerbaijan” by British MP Mr. Robert Walter as a destructive document; state the special role of yours and Ms. Victoria Nuland, Assistant to USA Secretary of State for European and Eurasian Affairs, on the refusal of the document, and express that the resolution on water was approved.

What follows is a recent, firsthand account of new and historically significant developments at the Parliamentary Assembly of the Council of Europe. We are pleased at the opportunity to carry this important recollection here.

(Strasbourg, January 30, 2016) Two draft reports, related to Nagorno-Karabakh and other territories of Azerbaijan occupied by Armenia, were debated and put to the vote during the winter part-session of the Parliamentary Assembly of the Council of Europe (PACE) in Strasbourg. Both reports were the result of motions tabled by Elkhan Suleymanov, who has been fighting in Strasbourg for two years to have the forgotten issue of occupied Nagorno-Karabakh and adjacent territories back on the international agenda.

The first draft report put the focus on the escalation of violence at the contact line on the front with Armenian armed forces, and the second emphasized the humanitarian crisis Azerbaijani citizens are facing in regions close to the Sarsang reservoir, as these Azerbaijani citizens are being deliberately deprived of water.

Today PACE plenary session will vote on the reports “Escalation of tension in Nagorno Karabakh and other occupied territories of Azerbaijan” and “Inhabitants of frontier territories of Azerbaijan are deliberately deprived of water” at 13:00. Both reports were adopted with great majority at Committees’ meetings in November of last year. It is the first time in PACE pratice that the reports adopted in Committees face such severe pressure. The statements of Armenian officials on the eve of plenary session widely explained how seriously they prepared against these reports.

Yesterday we lively witnessed it on the first day of the plenary session. Armenia strongly armed with “heavy weapons” for the plenary session. Armenia influenced to and made pressure on PACE members through presidents, prime ministers, and other leading officials, even religious officials of all PACE member states, promoting the religious factor. Occupier Armenia and multiple anti-Azerbaijani forces supporting the occupation worked out an individual strategic plan against each report.

The Armenian side tabled 21 amendments to the report on “Inhabitants of frontier territories of Azerbaijan are deliberately deprived of water”. The amendments provide for removing main points of the report and tough paragraphs expressing the fact of occupation, so, they intend to achieve that the report loses its significance at all.

The strategy against the report on the “Escalation of tension in Nagorno Karabakh and other occupied territories of Azerbaijan” is fully different. The Armenian side didn’t table any amendments to this report and aim at completely blocking it. Therefore, they work in accordance with 3-step scenario:

1. To send this report back to Political Affairs Committee on different excuses, for reconsideration;
    2. If impossible, to block the report completely at the plenary session;
    3If impossible, to prevent the approval of the report by voting against.

 

They launched their plan on the first direction since the fisrt day of plenary session, on 25th January 2016. Contradictory to PACE Rules of Procedure, PACE Secretary General Mr. Wojciech Sawicki, Azerbaijan’s extreme enemy, suggested to send the report back to the Committee by making pressure on Bureau. Nevertheless, the proposal was rejected at yesterday’s Bureau meeting. Then our enemies attacked us in political groups. Two out of 5 PACE political groups – Socialist and European United Left decided to send the reports back to the Committee, and other political groups made multiple attempts to defend Armenia.

It should be noted that Mr. Robert Walter, author of the report on occupation, is no longer represented in PACE as a parliamentarian. Therefore, Armenia, first of all, attempts that the report is sent back to Political Committee. In this case, Armenians attempt to have a pro-Armenian MP elected as a rapporteur in the Committee, thus, they intend to fully remove this report and to hide their aggressive policy.

The warning statement by OSCE Minsk Group to PACE a few days ago also serves directly to the interests of the aggressor. Thus, it is obvious that political authorities of Co-Chairing countries of Minsk Group defend Armenia.

Europe today defends agressor Armenia, but aggression and fury prevails against Azerbaijan, which is subject to aggression.

Consequences and chornology of the aggression of Armenia against Azerbaijan

1990-1992 – Nagorno Karabakh district ( area of the district was 4,4 thousands km² with the territories of  Shusha, Khojvand, Asgaran, Hadrut, Aghdara districts and Khankandy town until 1991) of Azerbaijan was occupied by Armenian armed forces. Besides it,  in that period as a result of the military aggression of Armenia against Azerbaijan, 7 villages (Baghanis-Ayrim, Yukhary Askipara, Ashagy Askipara, Kheyrimly, Gizil Hajily, Sofulu, Barkhudrarly) of Gazakh district  was fired and destroyed by Armenian armed forces.
